Shirley Spectra is the heretofore unknown sister of infamous fashion maven Sally Spectra, who ran knockoff fashion house Spectra Fashions. Shirley raised her granddaughters, namesake Sally Spectra and Coco Spectra, when their parents ran afoul of the law while on the carnival circuit. Knowing young Sally, a fledgling designer, was determined to honor the original Sally's wish to revive the long-neglected Spectra, Shirley took money saved from her bakery and invested it in Spectra to keep the building from the wrecking ball. Given Spectra's owner, Shirley's nephew, C.J. Garrison, had agreed to hold off selling for six months so the young Sally could get the company off the ground, Shirley filmed a food fight Sally started with social media darling (and competitor Forrester Creations CEO) Steffy Forrester and recruited Saul Feinberg, the grandson of Spectra's original tailor, Saul Feinberg, to perform the same duty at the new company.
Trying to help her granddaughter capitalize on the notoriety caused by the Sally/Steffy foodfight video, Shirley and Sally disguised themselves as caterers and crashed the wedding of Steffy's cousin, Zende Forrester Dominguez; Shirley barely escaped detection by Steffy's great-aunt, Pam Douglas. Seeing how devastated Sally was when the one fashion reporter who attended Sally's début showing savaged it, Shirley suggested they install her other granddaughter, Coco Spectra, as a spy at Forrester since the original company was famous for ripping off Forrester designs. Since Sally had misgivings about using Coco, Shirley tasked Saul with installing a camera in Coco's jewelry so the girl could spy without being aware of it.
Shirley cracked the whip on Sally when she began developing feelings for Sally's brother, Thomas Forrester; Shirley was not happy that Sally accepted Thomas' invitation to be his date for Steffy's wedding in Australia, only to decline taking clandestine pictures of the bride for them to post on social media. Shirley rubbed her hands together when the camera in Coco's necklace transmitted clear images of Forrester designs and ordered Sally to produce them. Shirley then discovered that Thomas had an infant son with socialite Caroline Spencer and convinced Sally to dump him, insisting that Thomas would leave Sally eventually anyway.
Shirley felt the end had justified the means when orders poured in after Spectra's successful showing, but Shirley was horrified when Sally confessed to grand larceny and industrial espionage to keep Coco from having to testify and faced up to 15 years in prison. Humbled when Thomas spoke to the judge on Sally's behalf at her preliminary hearing, Shirley thanked Thomas and deemed him a good guy when he invested $100,000 in Spectra to keep C.J. from selling to publishing magnate Bill Spencer, who had written Sally's bad review in order to obtain Spectra and replace it with a skyscraper. Shirley happily danced in a conga line with Saul, Darlita, and Coco in celebration.
Shirley was excited when Spectra got a chance to challenge Forrester Creations to a swimsuit fashion duel in Monte Carlo, but couldn't understand why Thomas suddenly ditched the company to be with his ex, Caroline Spencer, and their toddler son, Douglas Forrester. Shirley helped Sally mount a fashion preview of her own work that was marred only be a small electrical fire that broke out thanks to a faulty electrical socket. Stoked about their sure-fire fashion show, Shirley returned to Spectra with the others and found it burning to the ground. Shirley's happiness about Thomas visiting Sally in the hospital turned to confusion when he once again left to be with Caroline.
