The original film began in the 1960s and revolved around the development of organized criminal activities in the City of God favela, focusing on a gang of juvenile criminals, led by the enigmatic and menacing Little Ze. The film unfolds through the eyes of the aspiring photographer "Rocket" as he takes the viewer on a nightmarish tour of the city of Rio and its tryst with drugs, corruption, and sudden fits of extreme violence.

This cinematically innovative and unique film ends with Rocket clicking photos of a shootout between Little Ze's gang and Carrot's gang, which concludes with the death of the majority of the main characters, including Ned and Tiago, and the imprisonment of Little Ze and Carrot. Rocket also captures photographs of Little Ze bribing the cops in exchange for his freedom.

After being freed, Little Ze is confronted by the Runts and is killed as revenge against Little Ze for killing their gang member. In the final moments of the film, Rocket is shown to be riddled with a dilemma concerning which photos to publish—the ones that expose police corruption, which will make him famous, or the one of Little Ze's dead body.

He finally decides on the second option and secures an internship with a leading newspaper. The Runts now plan to take over the drug business of City of God after the death of Little Ze by making a list of dealers to kill as part of their plan to rule City of God, where the Runts rule supreme.
