The Algorithm, seemingly an advanced AI, seems to be in charge of managing the silo. The Algorithm seems primarily to be used to keep secrets of the silo from the people inside it. In a letter from Salvador Quinn, a "safeguard" is mentioned, so the founders could have foreseen rebellion or finding out. The citizens might erupt into chaos, which would throw the whole stability of the project into jeopardy. The job of the AI is to keep this information out of sight.

The Algorithm probably was set up to alert it to any breaches in this secrecy and act with the safeguard, which is an extreme reaction that might be implemented by sealing off the silo.
