The Diplomat Season 2 finale changed everything that the audience and its protagonist, Kate Wyler, the US ambassador to the UK, knew about the attack on the British warship. That shocker of a finale thwarted all possible theories about the attack and how it would play out in Season 2.

Kate is shocked to discover in Season 1 that Nicol Trowbridge, the UK Prime Minister, ordered the attack. She learns that Margaret Roylin orchestrated the attack on behalf of Trowbridge through Russian mercenary, Roman Lenkov.

While some of this intel is correct, Trowbridge is not responsible for the attack. In a very shocking twist in The Diplomat Season 2, Kate learns that it was Grace Penn (Allison Janney) who orchestrated the attack on the British ship, which justified her suspicious behavior which Kate had erroneously attributed to her insecurity around keeping her job in the past.

More about Grace Penn's attack and what it means for the show's future.

Why did Grace Penn plan the attack in The Diplomat Season 2?

If you are still thinking about that jaw-dropping finale of The Diplomat Season 2, that is because nobody saw it coming. According to actress Allison Janney, she was as surprised to read the script:

“I literally threw the script across the room...It was like what the? … It is such a spectacular ending, I get chills thinking about it.''

That reaction is not exaggerated after the twist of The Diplomat Season 2. While the audience expected that Kate would gather evidence against Townbridge in the upcoming season, she learns that Grace Penn ordered the attack during the finale of Episode 5.

While Hal reveals that they knew about Penn's involvement in the attack at the finale's dinner party, Penn's geopolitical reasons behind the attack is revealed, which involves stopping Scotland from becoming a unified Nation.

Penn takes Kate outside and explains her motive behind the attack with a coal piece and a world map. She describes how the US is most vulnerable to an attack by the Russian nuclear bases in the Arctic Region.

The Creagan nuclear base in Scotland is the only geographical location from where the US could detect a potential nuclear threat. Scotland's independence would lead to the shutting off the base; hence, Penn planned the attack that would unite Scotland with England.

Did Grace Penn become the President in the finale of The Diplomat Season 2?

Hal rushes to tell President William Rayburn the truth about the attack and how Penn went around her to orchestrate it over a secure line at the Embassy of London. Rayburn dies after hearing the news. Considering his heart issues, it was inevitable.

But this sudden death makes Grace Penn the President of the US in The Diplomat Season 2. While Kate decides to run for VP, this shocking turn of events thwarts her plans.

While Penn advises Kate to conceal the truth, dozens of Secret Service members run towards her to announce that she is now President of the US.

Penn's new position as the President will be interesting and will change the power dynamics in The Diplomat Season 3, with Kate's position especially under threat.
