The second season of Silo opened with events that directly follow Juliette's escape from the vault at the end of the debut season. Now as the second and third episodes of Silo season 2 have hit the screens, people are curious about Bernard's handbook as it appeared during the second episode and the connection that it shares with the man in the other vault.
The Apple TV+ show raises several questions regarding the future of Silo 18 and how Bernard might suppress that rebellion in case one were to arise. In an act of rebellion, Juliette doesn't clean the lens of the camera so that the existing residents of the vault realize that the virtual hologram projection that tells them the outside world is not safe can not be trusted.

What remains of the other vault are just lingering ruins that have survived a violent attempt at rebellion. To ensure that his vault doesn't meet the same fate, Bernard consults with his handbook, otherwise known as The Order.

What happened to the other Silo?
The first season of the Apple TV+ show made use of a gradually building narrative that slowly churned out most of the intriguing details in keeping with the universe in which it was set.
In contrast to this, the second season takes up a more fast-paced approach and delivers one twist after another. During the first episode of the second season, titled The Engineer, Juliette stumbles upon the ruins of a devastated Silo and comes across a strange man who lives inside an otherwise uninhabited vault.
Human remains lie scattered all across this other vault, and it is then mentioned that this vault suffered the consequences of a massive revolt. The point of contention that acted as a catalyst to the revolt was the familiar struggle between the rebels and the conformists, with the former advocating leaving the vault and the other desperately wishing to stay inside the vault since they believed the outside world to be uninhabitable.
The show does not mention how far back in time the struggle took place, but given the appearance of the desolate Silo, it does appear that the carnage took place some time ago. When Bernard sees through this footage from the camera on Juliette's handbook, it serves as a grim warning to him about the dangers of having a rebellion on his hands.
Bernard consults his handbook, The Order, for a way to deal with a revolt if it so arises. However, he doesn't find a proper solution since the handbook morbidly mentions that in the event of a failed cleaning, he must prepare himself for war.
What does rebellion mean for the residents of Silo 18?
The world of the vault is strictly based on a set of rules and regulations that are thought to be infallible and can be violated by the residents only at the cost of their lives.
Before Juliette, everyone who left Silo always ended up cleaning the lens so that the illusion remained the same. Juliette, however, proved to be an exception to this rule with her defiance. Thus, if the worst comes to the worst, Bernard won't have another way out but to use brute force.
