What happened in the previous episode of NCIS: Origins?

In NCIS: Origins Season 1 Episode 16, 'Bugs,' Vera Strickland tried to start a new profiling program at NCIS. She focused on Jamison “Bugs” Boyd, a serial killer known as the Sandman. While Vera tried to keep things professional, Bugs grew attached to her. He called her and even tricked her into visiting him in prison.

As Vera became suspicious of the killer's activities, she discovered someone claiming to be from the Bugs family convinced him to stay quiet. The team also discovered listening devices at their office, which meant someone had been spying on them.

At the same time, the team handled a case involving a break-in at a Marine Reservist’s home, where the thief took a photo of the Marine’s father. In the end, Bugs was killed in prison. That is when the team realized that he was not the actual killer, but the spotter, and they still had to look for the real Sandman.
