NCIS: Origins Season 1 Episode 13 opens with flashbacks from 1969 and 1982. Mike Franks was around 21 when he was deployed to Vietnam, and by the time he returned home, he was completely lost, reckless, and emotionally shattered.
Additionally, there was support for PTSD, and without any guidance, Mike Franks was left with making bad choices. By 1982, he started drug smuggling and even lived with a woman who had no real affection for him.
Frank's life changed when a woman named Tish entered his life. Unlike the previous woman, she encouraged Mike Franks to focus on his career and helped him get back on track.
However, Tish had one condition—Franks had to stop investigating her past assault. While he seems to have agreed with her, Franks had been secretly investigating the assault.

In the present, Mike Franks' attention from his secret investigation is pulled away when he encounters a homeless veteran being harassed by local cops. He's Marine Lance Corporal Tom Molina, who wanted help from cops as his closest friend, Marine Lance Corporal Peter Rice, has been murdered.
Molino informs Franks about the incident, and Franks, along with his team, arrives at the crime scene. The NCIS: Origins episode 13 also revealed that Molina and Rice were together in Vietnam, and Rice even saved Molina's life.
However, when they returned home, they weren't welcomed but criticized and completely neglected. Upon learning Rice's past, Franks takes on the case as the murder falls into the NCIS jurisdiction.

As the investigation begins, Mike Franks learns that Rice's murder is part of a series of violent attacks on homeless veterans. Detective Archer has been investigating the case and mentioned a surviving victim named Jonathan Smith.
However, Smith had already disappeared, but Gibbs ensured a way to find out the missing veteran. Gibbs took Smith's photographs to local veteran support groups and one of them helped identify and bring him to the NIS.
Smith was shown a few pictures, and he was able to identify Jeremy Brody as the man who attacked him. When asked about his actions, Brody confessed to assaulting one of the homeless men but denied committing murder.
He even revealed that Det. Archer interrogated him for hours and found nothing. Since the team had no proof against Brody, they couldn't arrest him, and the case became complicated.

While the murder case wasn't making much progress, Franks focused on helping Molina. He ensured Molina received veteran benefits and medical care. Since Franks himself was once lost as Molina, he could understand him well.
Franks believed he was making a difference but eventually discovered who killed Peter Rice. Turns out Molina has been suffering from severe PTSD-induced night terrors, due to which he becomes extremely violent at night and wakes up with no memory of his actions.
The truth came out when Franks helped Molina get into a shelter, without knowing he might attack anyone. As a result, Molina attacked one of the men at the shelter, and this is when Franks realized the murder wasn't a part of the violent crimes.
Molina accidentally killed his best friend at night, which highlights the horrors of war. However, Mike Franks didn't see him as a monster, as he was also a veteran once.
However, Molina will have to face the consequence of killing Peter Rice, followed by Brody getting charged for his violent actions. As for Frank's investigation of Tish's assault, he confessed to her about his secret investigation.
As the NCIS: Origins episode ends, Tish, heartbroken, decides to leave Franks. However, her decision didn't stop him from finding out the monster who hurt her.
