This flashback scene possibly hints at the war between the US and Iran that lead to the destruction of the world and compel people to take refuge in Silo like giant structures. This flashback reveals Washington D.C. was recently devastated by Iran's dirty bomb (Radiological Dispersal Devices), hinting at escalating global tensions and environmental collapse.
