The show follows two close friends, Manny and Ray, who decide to pose as DEA agents and seize drugs, only to resell them. The episode progresses with Ray visiting his estranged father, Bart, in prison. Moreover, one of the big twists that come to light in the finale is that Bill McKinty, the head of the DEA’s Boston office, was secretly running The Alliance in Dope Thief.

The Alliance is basically a third party hired by the cartel for shipment and transportation. Once a location is in the system of the DEA, no one raids it, because it is assumed to be an active investigation under surveillance.

McKinty exploited this by listing drug houses and meth labs used by the cartel, giving them full protection from law enforcement while making it look like they were being watched. This is also how Manny and Ray's impersonation got caught as they started raiding the protected areas of the cartel, bringing them both under the cartel's and the DEA's radar.
