Interestingly, Penguin and Joker's villainous collaboration went beyond the DC comics in the 1966 live-action Batman TV series, which featured other characters including Catwoman, the Riddler, and a other notorious figures.

The Penguin finale didn't just hint at Colin Farrell's Penguin in high power, but the letter sent by Selena Kyle (Catwoman) to her half-sister Sofia also hinted at the two teaming up. If Kyle manages to rescue Sofia from Arkham Asylum, the half-sisters will likely create chaos in Gotham.
The letter suggests that Kyle will be in contact with Sofia, which also teases Zoë Kravitz reprising her role as Catwoman in The Batman 2.
In the 2022 film, Catwoman wanted to kill Carmine Falcone for killing her close friend Anna, but her plan was interrupted by Batman. Despite that, Falcone got killed at the end, not by Catwoman but by the Riddler.
Since Kyle is set to return for the next film, and the actress even expressed hope for a collaboration between Sofia and Selina, The Batman 2 might see her as the leading foe.
