Powder's transformation into Jinx is one of the major subplots in Netflix's Arcane. While this transformation led to a falling out between Jinx and her sister Vi, it introduced Silco to Jinx's life.
Powder grew up in her sister Vi's shadow and was inseparable from her in their initial years. While Vi was always the more capable and confident sister, she didn't make Powder realize her shortcomings and always advised her to work on them.
But Powder was desperate to prove herself, which led her to fashion a makeshift bomb from Jayce's crystals, which led to Mylo, Claggor, and Vander's death.
While Vi always supported her sister, she couldn't bring herself to forgive her for this reckless action and turned her back on her. That is when Powder meets Silco, the show's main antagonist.

How did Silco aid Powder's transformation into Jinx in Arcane?
Silco was the father figure who took Powder after she was abandoned by her sister Vi and transformed her into Jinx, the future leader of the independence movement for the nation of Zaun.
While the formative years of this transformation are not shown, Silco was the one who gave Powder a rebirth in the form of Jinx. He took her by the river, and while reminding her of her sister's betrayal, she shed her old self.
While Silco was a father figure to Jinx, he never once declared his love for her. It was always assumed that he was using Jinx's hatred towards her sister (which he cultivated in the first place) to achieve his goal of a free Zaun.
While Jinx only had Silco after she was separated from her sister, the two shared a toxic relationship. After Vi is released from prison after 10 years in Arcane, she comes for her sister. Silco brainwashed Jinx into thinking Vi was here for the gemstones, and the two did not reconcile.
Silco also used Jinx for all his dirty work of killing and stealing, and she proved to be an asset to his plan.
Silco declares his fatherly love for Jinx in his final moments on Arcane
While it can be argued that Silco only saw Jinx as an asset and never really loved her, he partly redeems himself in his final moments on Arcane.
After Jayce agrees to Silco's demands on the condition that he hands Jinx over for her crimes, Jinx overhears this and kidnaps Silco. In confusion and miscommunication, Jinx fatally shoots Silco, which leads to his death.
But before his death, Silco reveals that he never considered handing Jinx over to Jayce and that he loves her like a daughter. His parting words to Jinx are, 'It's okay, you're perfect,' which means a lot to Jinx, who has craved validation since childhood.
While Jinx shoots Silco, and his dream to see a free Zaun will never be realized now, he leaves Jinx with these words, enough for her to regain confidence and make her a leader after his death.
Silco's parting words give her the confidence to fully embrace her new identity (Jinx) and lead the war against Piltover.
