New Year's Eve is NOT a federal holiday.
A federal holiday refers to a paid day off for the employees of an agency, an organization, or a company. It is not announced by the government but is in the rulebook of a particular business.
Businesses often grant New Year's Eve, Christmas Eve, and Day after Thanksgiving off but none of these are federal holidays.

Recap: New Year's Day in the US in 2023; Traditions, Opening of Restaurants, Public Transport and more details explored
New Year's Day is a Public Holiday. New Year's Eve, however, is not a federal holiday but most organizations make it a paid day off. Most businesses remain shut on New Year's Day and public transportation also does not follow its usual routes. Later in the evening, a few cafes and bars begin to open to commence New Year Celebrations. Drinking champagne and eating cake, black-eyed peas, and ham is considered lucky on New Year's Day.
The traditions include kissing someone special under the mistletoe at 12, eating good luck dishes, visiting the church in the morning, exchanging gifts, peppermint pigs that promise to bring good luck for the rest of the new year, and finally, new year resolutions. Most families gather for lunch or dinner on the New Year's Day. These traditions not only change the mood but also help welcome the new year on a positive note.
