As per reports, Cody Rhodes had declined The Rock's offer of being the ultimate champion which required 'selling his soul.' The former refused as he claimed to have given his soul to the game.

“My soul no longer belongs to me. You know why? I gave my soul to this ring, and these people a long time. Hey Rock: Go f—k yourself!” ~ Cody Rhodes in response to The Rock's Proposal.
