Who is Quathisha Epps? NYPD Chief Jeffrey Maddrey accused of sexually harassing police officers

The NYPD’s Chief of Department, Jeffrey Maddrey, resigned on Friday, December 20, after Lt. Quathisha Epps claimed he demanded s*xual favors from subordinates in exchange for overtime opportunities. Epps, who holds an administrative post in Maddrey’s office, accused him of years-long sexual harassment and slammed him as a “predator,” whose alleged predatory behavior was supposedly an open secret in law enforcement.

Shortly before Quathisha Epps filed a sexual harassment complaint, she made headlines as NYPD’s top earner, raising eyebrows over raking in $400,000, including roughly $204,000 in overtime last year. Epps’ $400,000 earnings was first reported by the New York Post.

Following the report, Epps accused Maddrey, a married father of three daughters, of fabricating her overtime figures in October 2024 after she allegedly started rejecting his advances.


Jeffrey Maddrey accuser Quathisha Epps is a cancer survivor

Quathisha Epps, 51, who reportedly grew up in the Throggs Neck Houses in the Bronx, is a wife and mother of three. In a 2019 report, the publication revealed Quathisha Epps, who was in charge of the NYPD’s Neighborhood Policing Unit at the time, was diagnosed with a brain tumor in 2018 after beating cervical cancer twice. The outlet said she was in remission.

Epps revealed she was a domestic violence survivor who survived an abusive relationship with her first husband. NYPD Chief Kathleen White, Commanding Officer of the Domestic Violence Unit, told the outlet:

"She never thinks of herself. She always thinks of everybody else around her."

Epps had served in the NYPD for nearly 20 years before she filed for retirement amid an internal affairs probe into the massive overtime pay.

In the sexual harassment complaint filed against Jeffrey Maddrey, Quathisha Epps claimed she met with Maddrey earlier this week to discuss leaving the force after she was accused of abusing overtime privileges. During the meeting, Maddrey allegedly demanded a s*xual favor, to which she complied and later filed for retirement through a Vested Interest Retirement Pension.


Quathisha Epps is the second police officer to accuse Jeffrey Maddrey of harassment

Quathisha Epps is not the only NYPD officer who has accused Jeffrey Maddrey of abusing his power with subordinates. Earlier this year, former Police Officer Tabatha Foster filed a $100 million lawsuit against Maddrey and the city, claiming a seven-year torrid tryst that ended when she pulled a gun on him at a park at the end of the affair in 2015.

Foster, who retired from the NYPD on August 30, 2015, first accused Maddrey of sleeping with his subordinates, including herself, in 2016. The allegation launched an investigation after Foster, in a Facebook post, accused Maddrey of “chasing pregnant married girls around the department.” At the time, she wrote:

“Somebody needs to stop chasing pregnant married girls around the department. What is wrong with this guy?” She added, “Why are you sleeping with all the police officers on the job when you got one at home? It is outrageous.”

However, Maddrey denied the allegations, insisting that it was Foster who harassed him. In the lawsuit, Foster also detailed the 2015 incident at Tudor Park in Ozone Park, where she pulled a gun on Maddrey over an argument stemming from the end of their affair. Maddrey was also accused of waving off responding officers who saw the woman point a gun at him.

Jeffrey Maddrey was docked 45 vacation days for failing to report the incident. At the time, Maddrey said:

“This girl railroaded me when I should have had her arrested for pulling a gun on me because I didn’t invite her to a party. I took the harsh penalty after being victimized by her when I was just protecting her and her kids by not having her arrested,” via Daily News.

Shortly after Quathisha Epps filed the sexual harassment complaint against Jeffrey Maddrey, a spokesperson for Mayor Eric Adams said his office was “deeply disturbed” by allegations leveled against the highest-ranking NYPD officer.
