General Hospital fans got a surprise on the September 23rd episode when Elizabeth mentioned that her brother, Steven Lars Webber, was finally out of prison.
Terry immediately wanted to know if Steven planned to return to Port Charles, so Elizabeth quickly told her that wasn't in the cards. He had settled down in Sedona and wanted to put Port Charles behind him, but why was he in prison to begin with?

Steven was born on General Hospital in 1977 as the son of Jeff Webber and his first wife, Heather Grant. Yes, that is the same Heather who is now Alexis' cellmate in Pentonville. After Heather and Jeff divorced, Jeff left town with his son, who we never saw again until he was an adult.
Steven briefly moved back to Port Charles in 2004, played by actor Shaun Benson. However, the character didn't become popular until 2009 when Steven made another return, played by Scott Reeves.
This time, Steven became the acting chief of staff at GH, working with his half-sister Nurse Elizabeth Webber. Steven had a brief fling with Lisa Niles, who turned out to be a sociopath who tried to kill Robin Scorpio. He later fell for Olivia Falconeri, but that was when Steven's past caught up with him.
When Steven was living in Memphis, he had killed a comatose convicted killer to give the killer's heart to a teen who needed a transplant. In 2013, Steven was arrested during his and Olivia's wedding, and he spent the last decade behind bars.
Why Steven needs to make his GH return
Although Elizabeth told Terry that Steven was happy out west, that doesn't mean he won't decide to move back to the Upstate New York town where he was born. In fact, Elizabeth's sudden mention of her brother sounded like a sign that he will be back.
Steven's return could open up multiple story possibilities. Olivia is still a part of the Port Charles scene, but she is married to Ned now. Steven could put a crimp in the Ned and Olivia union.
Steven's mother might also find herself a free woman soon if Ric is successful in court. Ric is determined to prove that Heather became the Hook Killer due to cobalt poisoning, which could result in her sentence being commuted. Steven and Heather have had a fraught relationship through the years, so there's already built-in drama.
Finally, Elizabeth needs a family member on the canvas, and Steven fits the bill. Three of Elizabeth's exes have returned to GH this year—Jason, Ric, and Lucky—so why not her brother?
