Sergio Leone was the first choice to direct the film, but he declined the offer to work on his film Once Upon a Time in America. After that, they approached several directors, such as Elia Kazan, Arthur Penn, Peter Yates, and Costa-Gavras, but they all declined the offer. Later, Francis was selected as director of The Godfather because he was young, of Italian descent, and flexible.

There were some casting disagreements between Francis and Paramount.
