As seen in Watchmen Chapter 1, the story isn't just about the murder of the Comedian, but also the involvement of the U.S. government in the presence of the superheroes especially Dr. Manhattan who played a key role during the Vietnam War. While the U.S. government is in great power, it can face unintended consequences if the superheroes lose control.
They have The Soviet Union as their enemy due to the constant threat of a nuclear war. While Rorschach is trying to reunite the Watchmen and find the roots of the conspiracy, tensions arise due to different ideologies.
