Cut back the hour-long dramas to 30-minutes
Reduce the number of episodes per week from 5 to 4 or 3
Soaps should air seasonally, taking the summer off like other shows
One soap should air for three months, then another for three, and so on
I don't think that any changes are needed to the way soaps are broadcast.
