While the United States celebrated independence over the July Fourth weekend, it seems General Hospital's Billy Miller (Jake/Jason Morgan) and Kelly Monaco (Sam McCall) were doing just the opposite.
The pair was caught frolicking on a Malibu beach together, and from the look of things, it appears that the two have become quite close. So close, in fact, that it's now rumored they may be dating.
